The wastegate actuator is what controls your boost levels with your turbo for the most part. There is a flap inside the turbo that is opened by the wastegate once your engine reaches the desired boost level. That flap opens and diverts exhaust gases away from the turbo to regulate boost pressure.

Now, the factory wastegate is not bad by any means, however the Forge wastegate actuator builds up boost faster, and allows for an adjustment of boost to your liking. Higher boost levels + faster build up of boost = you being happier!
