the cooling sestym is low on coolant of your engine cooling fan is not coming on(check fuses first) the reason the engine temp goes down when you turn on the a/c or heat is because the blower motor cools across the heatercore.

Does this come with the harness for the sensor?

  There is no harness that goes between the sensor and the gauge. You would run your own single wire from the sensor to the gauge. It is a single signal wire, no power needed from the sensor. The gauge has a bulb for backlighting that needs power, you can run power to that yourself easily.
