Do you need to check timing when installing the balancer or can it just be put on? Thank you

  This pulley has nothing to do with timing, as the timing is set by the timing/crank sprocket. The timing/crank sprocket is behind the pulley, and its keyed so it only goes onto the crankshaft one way.
