  Its about 60% louder than the oem muffler.

This is kind of a wired question but I have a walker "quick-flow 2" muffler right now that has two outlets with the tti muffler being only one witch one would flow better? Thank you

  We're not sure, the only way to find out which one makes a difference power wise, is to dyno test them both on your Neon.

Would one need to get a flange to connect to the cat or modify the exhaust at all

  The TTI exhaust is designed to bolt perfectly up to the TTI header system on the 95-99 Neon. You can install it with a factory downpipe, however you'd have to have a muffler shop do some cutting/modifying. Its an easy process for a muffler shop to do, so dont worry.

If im planning on using this with a tti mid length header do i bolt up th factory pipe with the cat or is the cat built into the header?

  This exhaust is designed to connect to the long tube headers perfectly. You can still use this exhaust with other combinations of headers, factory headers, etc, but you may need a small amount of piping to be fabricated/welded. Any good local muffler shop can help you install this.
